SENATE RESOLUTION NO. 43

Fanning, Anderson, Bailey, Boley, Bowman, Burnette, Caldwell,
Craigo, Deem, Edgell, Facemyer, Helmick, Hunter, Kessler, Love,
McCabe, McKenzie, Minard, Minear, Mitchell, Oliverio,
Prezioso, Ross, Rowe, Sharpe, Snyder, Sprouse, Unger and Wooton)
Recognizing the public service of the Honorable Lloyd G. Jackson
II, senator from the 7th senatorial district, champion of
education and distinguished statesman.

Whereas, The Honorable Lloyd G. Jackson II was born July 23,
1952, and is the son of former Senate President Lloyd G. Jackson
and Pauline A. Jackson; and

Whereas, The Honorable Lloyd G. Jackson II received his
education from West Virginia University (AB) and the West Virginia
University College of Law (JD). He was a member of Phi Beta Kappa
and the Order of the Coif as well as Editor-in-Chief of the West
Virginia Law Review, Volume 79; and

Whereas, The Honorable Lloyd G. Jackson II is married to his
beloved wife, Trina A. Powell Jackson, with whom he has shared the
joy of having two wonderful sons, L. G. and Ryan; and

Whereas, The Honorable Lloyd G. Jackson II served as Lincoln
County Prosecuting Attorney from 1980 to 1986. He served as Chair
of the West Virginia Democratic Executive Committee from 1988 to 1990 and Chair of the Caperton for Governor Committee in 1988 and
1992; and

Whereas, The Honorable Lloyd G. Jackson II was elected to the
West Virginia Senate from the 7th senatorial district in 1986 and
served until 1990. He was again elected to the Senate in 1994 and
reelected in 1998; and

Whereas, In his service to the citizens of West Virginia as a
member of the Senate, the Honorable Lloyd G. Jackson II serves on
numerous legislative committees, including the Committee on
Education which he chairs and the Committees on Confirmations;
Finance; Energy, Industry and Mining; Government Organization;
Pensions; Rules; the Joint Committee on Technology; and the Joint
Committee on Pensions and Retirement. He is a cochairman of the
Legislative Oversight Commission on Education Accountability and he
also served as Chairman of the Senate Committee on the Judiciary
during his first term as a member of the 70th Legislature; and

Whereas, The extraordinary talent and vision of the Honorable
Lloyd G. Jackson II brought West Virginia's educational system into
the 21st century and he has been recognized nationally for his
service as Chair of Legislative Advisory Council of the Southern
Regional Education Board and his service as a member of the
Steering Committee for the Education Commission of the States; and

Whereas, The legislative knowledge and experience of the
Honorable Lloyd G. Jackson II, along with his eloquence in speechmaking, has made him an influential part of the legislative
process; and

Whereas, The Honorable Lloyd G. Jackson II has decided to end
his 12 years of legislative service in 2002; therefore, be it

Resolved by the Senate:

That the Senate hereby recognizes the dedicated public service
of the Honorable Lloyd G. Jackson II, who has distinguished himself
in the legislative process as a true champion of the people of West
Virginia and especially the enhancement of education; and, be it

Further Resolved, That the Senate will truly miss the
eloquence, knowledge, commitment, dedication and comradery of the
Honorable Lloyd G. Jackson II and wishes him well in all future
endeavors he may choose to undertake; and, be it

Further Resolved, That the Clerk is hereby directed to forward
a copy of this resolution to the Honorable Lloyd G. Jackson II,
dedicated West Virginia statesman.
